Personally I thought it was a stylized Joker, Google image search has brought up similar photos done by a famous artist named Bernard Buffet. He does paintings of clowns so now I am second guessing myself as this being done in the style of Bernard Buffet and is just a clown. So let it be whichever makes you happy.
